reasonable lowcost pci-e graphics card

On a single monitor the card is quick enough. When using two monitors, it's too slow. Scrolling webpages or dragging a window becomes jerky. There is no HDMI connector as described, instead an s-video HD1080i capable connector sits between VGA and DVI. This card comes with a tiny heatsink and fan revving constantly at hearable rpm. Chip clock is 625MHz, DDR RAM runs at 500MHz. Playing back a movie works fine. Picture quality is perfect. Only recommended for single screen application. Effortless install under Windows XP and Ubuntu 9.10.
